Former Cboe Global Markets Director and Tradition SEF General Counsel joins to lead US regulatory strategy as Limitless Markets US pursues CFTC Designated Contract Market status

Limitless markets US has appointed Scot Halvorsen as Chief Regulatory Officer. Halvorsen joins from Cboe Global Markets, where he served as Director and Assistant General Counsel for five years. The appointment coincides with Limitless Markets US, LLC entering CFTC pending status for Designated Contract Market designation on 1 May 2026.

BACKGROUND

Halvorsen's career spans the full architecture of US financial market regulation. At Cboe Global Markets, he provided legal coverage across SEC and CFTC regulated markets, including US Treasuries fixed income broker-dealer operations. Before Cboe, he served as Vice President and Assistant General Counsel at SIFMA, covering major legislative, trading infrastructure, market utilities, and business resiliency matters across the US securities markets.

From 2014 to 2019, Halvorsen was General Counsel and Corporate Secretary of Tradition SEF, a CFTC-registered Swap Execution Facility, where he advised the Board of Directors on derivatives compliance, CFTC registration, and regulatory matters. Earlier in his career he held counsel roles at The Depository Trust & Clearing Corporation (DTCC), covering clearance, settlement, and corporate governance.

CONTEXT

Limitless Markets US is pursuing CFTC DCM designation independently. Halvorsen's direct experience building compliance frameworks for CFTC-registered trading venues and preparing regulatory filings with the Commission positions him as one of the most operationally credentialed regulatory appointments in the prediction market sector to date.
